東京裁判は国際法的な根拠をもたない違法裁判であったことはよく知られている。
さらに、弁護側の提出証拠の３分の２以上を却下するという、勝者の一方的な裁判で
あったことも知られている。さらに情けないことに、このとんでもない違法裁判を
「文明の裁き」とたたえたのが東京大学の国際法教授であった横田喜三郎であった
ことも知る人は多い。

　この不法な東京裁判の裁きを支える歴史観がいわゆる「東京裁判史観」であるが、
日本は未だにこの歴史観の支配下にあるというのが嘆かわしい現実である。はっきり
いえば、東京裁判史観は日本の暗黙の『国是』なのである。これを真っ向から否定した
「日本は侵略国ではない、良い国であった」という発言が高官から発せられると、条件
反射のようによってたかってたたかれことになる。 田母神論文のケースがそれである。

　 The Tokyo Trials punished Japan for waging "aggressive war". The Allied
powers did everything they could to deny Japan an adequate defense. More
than two-thirds of the evidence submitted by the defence was rejected by

One important aspect of the defects of the Tokyo Trials concerns the lack
of discussion of Communism. Japan’s pre-war foreign policy was designed to
address a fundamental concern - the spread of Communism. Not only was Japan
anxious of the military threat posed by the Soviet Union, given her close
proximity, but Japan was also fearful of the spread of Communism in chaotic
and lawless China.

Japan's pre-war fear of Communism, especially in Asia, was indeed realized
after the war. Documentation of the violent anti-Japanese campaigns waged by
both Chinese Communists and Nationalists were not even allowed to be presented
in the courtroom due to the presense of a Soviet Judge.

Dr. Kobori explains in detail how the trial judgments were distorted by this
unfair procedural detail. To make the matter worse, this fact has not been
given a due attention in discussions of the Tokyo Trials.

発信する会通信⑤「尖閣は明代から中国領」の真っ赤な嘘（下條正男拓大教授）

１９７０までは、尖閣が日本領であることは、国家公認の地図、さらには人民日報記事
（１９５３年１月８日号）などでも認めていたのが中国である。ところが、１９６８年に
発表された国連極東経済委員会報告がこの海域に膨大な地下資源の存在可能性を指摘した
途端、台湾、中国とも突如としてその領有権を主張しだしたのである。

　その論拠たるや、明代から琉球冊封使の記録に尖閣が出てくるであるとか、果ては清代に
西太后が清の大官盛宣懐に下賜した詔書があるだとか、全く根拠にならないものである。
詔書が偽物であることはすでに完璧に証明されているし、明代に沖縄に派遣された冊封使
の記録に出ているからといってそれが領有権を示す根拠などにはなりえない。

において、文献に基づきこの妄論を徹底的に批判し、否定している。

　明代の冊封使の記録に久米島までが琉球の領土と出てくるが、だからといって尖閣が明の
領土だったわけではなく、無主の島だった。何しろ明代は台湾も明の領土に入っていなかった
のだ。清代になり、ようやく台湾が清の領土の編入されるが、清代の「海国記」に尖閣がでて
くる。しかし、その著者が同伴していた冊封使の記録に、台湾の?籠山（現在の基隆）が、
中華すなわち清の境のごとしと書いている。尖閣などはるか先である。何よりも清の公式文献
である『台湾府志』にも?籠が中華の界との記述があるばかりでなく、『台湾府志』に尖閣
など全く出てこないのである。

　要するに中国は一片の理のない主張を盗人たけだけしく行っているのである。言っている
だけで済ますつもりのないことは言うまでもない。世界に中国の嘘を訴えるべきである。

It's a sheer lie that the Senkaku Islands have been Chinese territory
since the Ming Dynasty

Before 1970, both the Republic of China and the People’s Republic of China
acknowledged that the Senkaku Islands were the territory of Japan, in official
statements, in maps made with government approval, and the party newspaper,

In 1968, the United Nations Economic Commission for Asia and the Far East
(ECAFE) published its findings of surveys of the waters surrounding the Senkaku
Islands, which stated that there might be huge natural resource deposits
below the seabed. Thereafter, claims suddenly emerged from Taiwan and China to
the Senkaku Islands as their territory.

From 1970, China unashamedly started to argue that the Senkaku Islands had
been the territory of China since the Ming Dynasty. However, this is a sheer lie.
Professor Shimojo precisely verifies that not only the Senkaku Islands were a
part of the Ming Dynasty’s territory but they were also not a part of the Qing
Dynasty's territory, based on official documents of both dynasties in

発信する会通信④「東海」が紀元前からあったというのは真っ赤なウソである

「日本海呼称問題で韓国を黙らせる」（拓殖大学教授　下條正男）

　国際社会を舞台に「日本海を東海に改めよ」と求める韓国の運動は、１９９２年に国連の
地名標準化委員会で日本海の呼称について問題提起したことに始まります。以来官民挙げて
執拗な運動を展開してきました。今年１月バージニア州で使用する教科書に日本海と東海を
併記するよう求めた提案が州の上院の委員会で８対７の僅差で否決されるという事件が起き
ました。４月２３日～２７日に開かれた国際水路機関総会を目標に運動してきた韓国のもく
ろみは完全挫折しましたが、この問題がはらむ大きな意味について認識すべき時です。

　第１に、韓国のこの主張は、竹島、慰安婦などと同じく、完全に歪曲した歴史事実に基づ
いて行われているということです。今回紹介します下條正男先生の「日本海呼称問題で韓国
を黙らせる」（『正論』４月号掲載）に詳しく説明されていますように、なるほど『三国史
記』（高句麗本紀）と『広開土王碑』に「東海」という記述があります。しかし、高句麗は
朝鮮半島の西北から満州にかけて存在していたことから想像つきますように、「東海」はど
うみても今の日本海を指すものではありえません。今の黄海の一部を「東海」と表現してい
たわけですが、下條先生の言われるように、中国から見て東にある海だからそういっていた
ということです。さらに渤海を東海とも呼んでいたということです。

こんな全くの歴史歪曲によって「東海呼称はキリスト誕生より古い」などというトンデモ
論を声高に主張しているのが韓国なのですが、例によって日本政府のこれに対する断固たる
反論がなされていないため、かなり国際的に広がってきているのが実情です。危うくバージ
ニア州で論が採用されそうになったのがその典型例ですが、国際的な地名学者の間にも支持
者が広がっているというというのです。

　またこの問題は、単に呼称問題にとどまらず、竹島ともからみ、全て日本帝国主義による
侵略行為の一部であり、日本が償いを行うべきこのとの一環である、という主張と結びつい
ていることです。政府に断固たる対応を強く迫るとともに、韓国の人々を含め世界の人々に、
歴史の真実を訴えていかなければなりません。下記の通り、海外のマスコミ、識者、学者等

　 It is a sheer lie that “East Sea” predates the birth of Christ

Korean government has been conducting an international campaign to introduce
the appellation“East Sea” as an alternative to the “Sea of Japan” even claiming
that “East Sea” predates the birth of Christ. However, this is a sheer lie. It is
true that 東海 or "Donhae" or “East Sea” appears as a description in the "History
Book of Three Kingdoms" in 37 B.C. But you can easily understand that“East Sea”
in this context refers to "Bohai" or the sea on the west side of the Korea Peninsula
-“East Sea” means the sea to the “east side of China”.

Prof. Shimojo introduces abundant historical records in his paper, which cpmletely
refutes the Korean government's assertion of legitimacy of the naming of “East Sea”
over the current “Sea of Japan”.

He also reveals that the Korean government's assertion of the “East Sea”
appellation closely relates to its territorial claim over “Takeshima” or “Dokdo”.
On the “Takeshima” issue, we have preveously presented overwhelming evidence that
current Korean occupation of the island is a complete violation of international law.

発信する会通信③日韓併合は日本の誇り

毎年この季節となると韓国は日韓併合と植民地支配の非難と日本の謝罪をがなり立てる。
大統領就任２か月後に訪日した時に「過去にこだわって未来が損なわれてはならない」と
言っていた李明博大統領であるが、前言を翻したばかりか、何と天皇が訪韓を望むなら
謝罪を求める（実はひざまずいて謝罪すべきといったと伝えられる）などと許すべから
ざる無礼極まる暴言を吐いたのである。

そもそも日韓併合は韓国を搾取するために行ったのではない。韓国人はよくよく当時の韓国
の惨状を知るべきである。どうも知らないようだから（多くの日本人も）事実をお教えしよう。
併合の翌年の１９１１年の韓国の総予算は３５６５万円。うち韓国からの税収は１３３０万円。
たった３分の１である。残りは日本からの補充で賄ったのだ。要するに倒産寸前だった韓国
を日本が救済したのが韓国併合だったのだ。その後もずっと日本からの補助があって、韓国の
近代化、経済成長は続いたのだ。併合からほぼ３０年たった１９３９年でも総予算の２５％は
日本からの補助金で賄われていたのだ。

搾取されたのは日本人であり、恩恵を蒙ったのは韓国人であったというのが客観的な歴史事実
なのである。よく７奪と日本を非難する韓国人がいるが、実は７恵であったことも、事実を
調べていくと分ってくる。

『日韓併合は日本の誇り』（「日韓併合１００年」首相謝罪に反対する会編）はこうした歴史
事実をまとめた力作である。豊富なデータ、写真等が収集されており、これを読めばあたかも
日本が過酷な植民地支配かのような通説がいかに間違ったものであるか誰にでも理解されよう。

A New Look at the Annexation of Korea

Every year at this season, the Korean government demands that Japan apologize
for her annexation of Korea. This year South Korea breached propriety with
President Lee Myung-bak's demand for an apology from the Japanese Emperor himself.

However, if one looks at the historical facts regarding the annexation of Korea,
one will be puzzled as to why the Korean government makes such a demand.

For example, the total budget of the Korean government for 1911 was 3.6 million yen,
of which 1.3 million yen consisted of tax revenue from the Korean people. Obviously,
the balance was supplemented by the Japanese. In other words, the Korean government
was on the verge of bankruptcy.　The truth was that Japan saved Korea from a
financial crisis. Furthermore, Japanese financial assistance continued up to 1939,
when the Japanese supplemented 25% of the total budge.

As to the accusation of the comfort women, the fact is that "a 'comfort girl' is
nothing more than a prostitute or 'professional camp follower' attached to the
Japanese Army as recorded in the official US document (UNITED STATES OFFICE OF WAR
INFORMATION APO 689). The document also recorded their average income was 750 yen
per month, about 30 times of the Japanese srgent. It is laughable to call women who
earn such high salaries to call "sex slave".

発信する会通信②アメリカ人の「南京虐殺目撃証人」は一人もいなかった

『Eyewitness to Massacre』（虐殺の目撃証人）という本がアメリカでＭ．Ｅ．シャープ社
から出ています。サブタイトルは「南京における日本軍の残虐行為の目撃証人のアメリカ人
宣教師」となっています。この本はエール大神学図書館に所蔵されている、南京にいた宣教師
１０人が家族や友人に送った手紙などの資料をまとめたものです。宣伝目的が希薄な本音の記録
と見ることができますので、もしここに日本軍の虐殺行為が具体的に記されていたとすると、
有力な虐殺証拠となってきます。

　しかし、案の定といいますか、よくよくこの記録を確かめて行くと、この手紙の中に只の１件
も虐殺を目撃したという事が出てこないのです。松村俊夫さんが検証し、その結果を文章にまと
めたものが、「アメリカ人の「南京虐殺目撃証人」は一人もいなかった」です。

この論文の大要は『正論』２月号、３月号に「南京の平穏を証明するアメリカ人宣教師たちの
記録」と題して掲載されました。

　アメリカ人が決定的な南京虐殺資料と思いこんでいた資料が、実は南京虐殺はなかったことの
決定的な証拠となったわけです。河村名古屋市長が「南京戦はあったが、虐殺があったとは思え
ない」といわれているのは全く正しいことです。有力な応援資料となると思います。

No American Winessed the Nanjing "Massacre"

There is a book titled "Eyewitness to Massacre: American Missionaries Bear Witness
to Japanese Atrocities in Nanjing" published by M. E. Sharpe. It is a compilation
of personal letters written by ten Americans living in Nanjing after the fall of
Nanjing to relatives. However, the book is misleadingly titled.

Mr. Matsumura comprehensively examined the letters and concluded that none of the
Americans personally witnessed the Japanese murdering, raping or looting, even
as they freely traveled around the city. The book is true evidence that "no massacre"
was committed by Japanese troops in Nanjing, in sharp contrast to its title.

Mr. Matsumura's essay presents this fact as follows.
